English Learner Professional Development Standards Matrix
The English Learning (EL) designation is a one-time requirement* for all license renewals beginning September 1, 2025. CDE has developed an English Learner PD Standards Matrix to support educators who may have completed professional development that aligns to the requirements.

*This requirement is for professionally licensed teachers endorsed in elementary, math, science, social studies and English language arts (as well as any middle-level, such as middle school math (grades 6-8) or MIDL) endorsements to complete Culturally and Linguistically Diverse (CLD) Education training or professional development (PD).
Educators holding endorsements in CLD, CLD Bilingual, LDE, or LDE Bilingual have met this requirement through those endorsements.
